The Japanese Paranoia. The declaration of war on Japan spelled doom for the hundred thousand Japanese who had made the United States their home. Of these only two-thirds were American citizens. The War Department realized that while most of these Japanese were loyal to the American flag, they could not ignore the possibility of a few owing their allegiance to their motherland.
